The United States and China resumed informal nuclear discussions in March after a five-year hiatus. This ‘Track Two’ meeting involved former officials and academics, distinct from direct government negotiations. Their goal was to reduce tensions and address shared concerns about nuclear arms, against a backdrop of growing geopolitical strain following Taiwan’s recent pro-independence election.

During the talks, the US emphasized the importance of increased nuclear transparency and risk reduction measures, while China expressed openness to dialogue and cooperation. This renewal marks an essential step toward managing strategic risks and improving bilateral relations.

Representing the US was Mallory Stewart, and Sun David Santoro, the US organiser of the Track Two talks, represented the US, while Beijing sent a delegation of scholars and analysts, which included several former Peoples Liberation Army officers. These discussions, the first since the Obama administration, took place amid heightened tensions and significant nuclear advancements by China, whose arsenal, though smaller than those of the US or Russia, is rapidly growing.

The US-China nuclear talks occurred just two months before a crucial meeting between their defense leaders in Singapore. In May 2024, US Secretary of Defense Lloyd Austin and Chinese Defense Minister Dong Jun convened during the Shangri-La Dialogue.

He expressed concerns about Chinese military activities near Taiwan while reaffirming the US stance on the ‘One China’ policy.
