Govt Bolsters Security with Expanded CCTV Coverage at Critical Locations

The existence of CCTV cameras has led to the discovery of numerous major crimes by law enforcement agencies. Consequently, experts argue that CCTV cameras play a significant role in deterring crime.

In a bid to bolster security measures nationwide, authorities have devised plans to intensify the installation of closed-circuit television (CCTV) cameras, particularly around crucial establishments across the country. This proactive approach aims to enhance surveillance capabilities, deter criminal activities, and facilitate law enforcement efforts.

The initiative involves the installation of CCTV cameras in both public and private institutions, including key areas within the Dhaka metropolitan region. Rather than relying solely on government intervention, these establishments have taken the initiative to bolster their security infrastructure independently. They are committed to cooperating with law enforcement agencies by providing access to recorded footage whenever necessary.

Over the years, the deployment of CCTV cameras has become increasingly prevalent, with both governmental bodies and private entities taking proactive steps to safeguard their premises. However, the efficacy of these surveillance systems has been hampered by inadequate maintenance, rendering many cameras non-operational and impeding investigative efforts.

CCTV Maintenance Woes Hamper Crime Tracking

A few years ago, the two city corporations of Dhaka installed approximately 500 cameras at various critical road junctions. There were discussions about adding more cameras. However, due to a lack of maintenance, most of the installed CCTV cameras have become ineffective. Consequently, the police are unable to utilize them, leading to difficulties in tracking the movements of criminals.

On November 7, 2023, two former student leaders named Shouvik Karim, aged 42, and Ariful Islam, aged 40, tragically lost their lives when they were struck by a speeding truck in the Eskaton area of the capital around 11:45 pm. Despite several months passing since the accident, law enforcement officials remain clueless about the circumstances surrounding the incident and how the truck managed to flee the scene. The investigation has stalled due to the lone camera installed at a distance from the accident spot being out of order.

Sajib Koch, the investigating officer of the case and a sub-inspector at Hatirjheel police station, explained that the truck was captured on the CCTV camera installed at Janakantha Bhaban in the Moghbazar area. However, the subsequent malfunction of the next CCTV camera prevented the police from tracking the truck’s direction. Given the importance of CCTV footage in investigations, having access to the footage could have enabled the police to make significant progress in various cases.

Role in Crime Prevention

Furthermore, the presence of CCTV cameras has led to the detection of many major crimes by law enforcement agencies. Consequently, experts assert that CCTV cameras play a crucial role in crime prevention. They emphasize that it is imperative not only to install CCTV cameras but also to maintain them adequately. They suggest that the administration should also take proactive measures in this regard.

According to the police headquarters, various crimes, including vandalism, robbery, terrorism, and theft in public and private institutions and residences, have seen an increase. The gangs responsible for mobile phone hijackings remain at large, and important files have been stolen from various offices.

These concerns were raised during the police’s monthly crime meeting. However, often criminals cannot be identified and apprehended due to either the absence of CCTV cameras in or around the crime scene or the lack of footage. In the digital age, CCTV camera footage is invaluable in combating crime, aiding in crime prevention and facilitating arrests.

The police also report that last year (2023), 261 cases of robbery were registered in public and private institutions and residences nationwide. Additionally, there have been instances of vital documents disappearing from government offices, where the absence of CCTV cameras has hindered investigations and led to unresolved cases.

In light of these challenges, former Inspector General of Police (IGP) Shahidul Haque suggests that while people are increasingly installing CCTV cameras in public and private properties, it is crucial to prioritize their maintenance.

Expert Recommendations

Former law enforcement officials stress the importance of diligent monitoring and maintenance of CCTV systems to uphold public trust and enhance investigative capabilities. Collaboration between police authorities and the community is essential to foster a safe and secure environment conducive to effective crime prevention and resolution.

Govt’s Another Policy for Drones

Recently, the government of Bangladesh planned to use drones extensively for inspection and surveillance purposes to enhance oversight and quality assurance in public projects nationwide. The Implementation Monitoring and Evaluation Division (IMED) of the planning ministry spearheaded this initiative to scrutinize project implementation while ensuring contractors adhered to standards. It was hoped that this policy would enhance further accountability of the project-related officials.

According to recent directives from the IMED, every official was tasked with inspecting at least one project using drones and submitting comprehensive reports within the current fiscal year.

However, IMED officials were mandated to ensure favorable environmental conditions, such as wind and cloud cover, especially in riverside areas, recognizing the technical complexities involved in drone operation. Challenges such as administrative hurdles and insufficient training hindered the effective utilization of drones, as acknowledged by IMED authorities.

Why is the Govt. Planning?

The government has taken this step with the security of the nation in mind. Given the disruptive actions instigated by BNP-Jamaat following the recent elections nationwide, the rationale for implementing the CCTV installation project becomes even more apparent. Nevertheless, our government has initiated this measure with the well-being of the people in focus.

As technology continues to shape the landscape of security operations, the deployment of CCTV cameras emerges as a cornerstone in safeguarding public and private spaces. With concerted efforts to address operational challenges and promote collaborative partnerships, authorities aim to bolster security infrastructure and instill confidence in citizens’ safety.
